Project Description

The purpose of the Manhattan Avenue Flood Mitigation and Stormwater Project is to provide long-term flood relief for a vulnerable section of South Tampa by addressing critical drainage deficiencies within the Spring Lake basin. The area surrounding Manhattan Avenue between Vasconia and Obispo frequently experiences severe flooding due to a combination of low elevation, undersized stormwater pipes, and limited inlet coverage. This section of Manhattan Avenue is also a designated evacuation route, further underscoring the urgency of the improvements. The Manhattan Avenue project will construct a new drainage system designed to intercept and convey stormwater more effectively. Upsized pipes ranging from 18" to 54" in diameter will be installed, with new inlets placed on both sides of the roadway to improve runoff capture. These improvements will tie directly into the existing Vasconia outfall, forming a continuous, functional system that can handle current and future storm events. In addition to the stormwater infrastructure, the project will include water main upgrades, sanitary lateral tie-ins, pedestrian improvements, and full roadway reconstruction, enhancing both utility service and transportation safety.
