The Proposed Action is the reissuance of a National Pollutant Discharge Elimination System (NPDES) General Permit (GP) for new and existing sources engaged in oil and gas exploration and extraction activities in EPA Region 4 jurisdictional area of the Outer Continental Shelf (OCS) in the Central and Eastern Gulf of Mexico. The EPA Region 4 is responsible for wastewater discharge permitting seaward from the territorial seas offshore of Mississippi, Alabama, and Florida. The GP implements effluent limitations, monitoring and reporting requirements, and other conditions for discharges from oil and gas facilities engaged in exploration, development, and production activities. Regulated waste streams under the GP include drilling fluids; drill cuttings; produced water; produced sand; well treatment, completion, and workover fluids (WTCW); deck drainage; sanitary waste; domestic waste; and other miscellaneous wastes.EPA Region/Headquarters Office
