The EA evaluates the environmental impacts of the issuing Water Infrastructure Finance and Innovation Act (WIFIA) credit assistance to the Columbia Power and Water Systems (CPWS) for the Long-Term Water Supply Program (LTWSP). The purpose of the LTWSP is to improve the water infrastructure and to provide the redundancy and resiliency needed to manage extreme weather events at an economically feasible cost. The LTWSP components would include: installation of a new river intake near Duck River Mile (RM) 100, along with riverbank protection and stabilization; construction of a new water pump station near the Duck River RM 100; construction of a new raw water transmission main (RWTM) (Segment 2), 27,500 linear feet (LF) (5.2 miles) of 36-inch diameter pipeline; construction of a new RWTM (Segment 3), 60,000 LF (11.4 miles) of 36-inch diameter pipeline; and improvements and expansion of the existing water treatment plant.EPA Region/Headquarters Office
