Project Description

The purpose of the project is to increase the operational flexibility and resiliency of the City of Gunnison, Colorado water system by replacing aging infrastructure and providing the ability to treat water from multiple raw water sources. The City of Gunnison currently chlorinates and distributes groundwater from nine shallow wells and a pipeline. A future Groundwater Under Direct Influence of Surface Water (GWUDI) designation is likely from CDPHE. If a well is classified as GWUDI, additional surface water treatment techniques would be required for compliance. The new surface water intake may draw as much as 8.1 million gallons per day of water, the same as the current Gunnison Town Pipeline, and will replace the Gunnison Town Pipeline, which will be abandoned or decommissioned after this project is complete in accordance with stipulations required by the Colorado Division of Water Resources. This project would construct a new surface water intake structure to supplement water from the wells as a redundant raw water source for treatment at a future drinking water treatment facility. In addition to the new intake structure, the city intends to drill new wells in replacement of existing wells. The new wells will be closer to the proposed future surface water treatment plant, allowing for ease of connectivity that the previous wells could not provide. The EPA is soliciting public input regarding the development of a Draft Environmental Assessment pursuant to the National Environmental Policy Act (NEPA) as part of EPA's grant award process for a congressionally directed spending project, “City of Gunnison for Water Treatment Plant Project”, as outlined within the FY24 Appropriations act (P.L. 118-42).
