The purpose of the action is to provide safe and reliable drinking water service to approximately 5,362 persons. The action is needed because the existing water infrastructure is inefficient and a 2020 water audit indicates a loss of 71.367 million gallons of water per year. Most of the water loss are associated with leakage in the piping network. The Project consists of the priority replacement to the pipelines with known leaks, replacement of two booster stations, replacement of approximately 60 miles of piping, replacement of all non-PVC piping and all piping under 6 inches with minimum 6-inch piping, with a priority of replacing asbestos cement pipes in the system, relocating water distribution lines from alleyways to streets, maintenance on existing storage tanks, a new supply well, structural evaluation of foundation at the Golf Course tank and renewal or replacement if necessary, add a second storage tank at the Ivy booster pump station, and demolition of the old water system that is no longer needed.EPA Region/Headquarters Office
