The Iniskin Peninsula includes roughly 96,000 acres of rugged terrain. The project site is near the center of the peninsula and was part of the Iniskin High Camp target area, which was used for oil and gas exploration operations that peaked between the 1930s and 1950s. These activities ceased during the 1960s, at which time the project site was abandoned. The land was conveyed to Cook Inlet Region, Inc. (CIRI), a regional Alaska Native Corporation (ANC), as part of the Cook Inlet Land Exchange of 1976. Surface rights at the project site were later conveyed by CIRI to Tyonek Native Corporation, Inc. (TNC). CIRI maintains subsurface ownership. An estimated 500 to 2,000 deteriorating 55-gallon drums and other surface debris remain on the site. No formal drum inventory, waste characterization or soil/water sampling activities have been documented at the project site to date. The proposed scope of work includes: (1) initiating drum inventory and decommissioning activities; (2) characterization and management of liquids and/or solid wastes, which may include: a) overpacking and/or transferring liquid and/or solid wastes for safe storage in designated areas; b) collecting samples for laboratory analysis/waste profiling; c) removing/disposing of consolidated/characterized material from the project site; and (3) collecting and analyzing select surface soil samples to evaluate the nature and extent of the anticipated contaminants of concern (COCs), which may have been released to the environment during the historic oil and gas exploration activities or during subsequent decay of the abandoned drums, equipment, and other materials. These activities are critical for preventing the potential for ongoing releases, identifying potential source areas, and preparing for future comprehensive site investigation and remediation activities. A Revised Work Plan for Initial Cleanup & Site Characterization Activities has been approved by the Alaska Department of Environmental Conservation (ADEC).
