Project Description

The Town is seeking federal funds through an EPA Community Grant to construct a new chemical feed building on the site of the existing wastewater treatment plant. The Town received an EPA Administrative Order No. CWA-AO-R01-FY19-10 (July 2018) for water quality violations of effluent metals (primarily aluminum and copper). An engineering study recommended chemical addition of a ferric chloride/polymer solution and alkalinity to meet permit limits. The Town constructed a temporary chemical feed system for the study in 2017. This project will construct a Chemical Feed Building to replace the temporary system. After reviewing the environmental aspect of the project, EPA has determined that the project meets the CATEX eligibility criteria found in 40 CFR ยง 6.204(a)(1)(ii) since it involves construction of new minor ancillary facilities next to or on the same property as existing facilities. The project will take place on inside the fenceline of the existing treatment plant adjacent to existing buildings.
